Database for Certified Service Animals. Allow to Require Proof. Stop Fake Service Animals

The Issue

Currently, there is no Service Animal database, and no laws that require individuals to present proper documentation for Service Animals in housing situations or when using local or chain businesses.

The Americans with Disabilities Act (ADA) specifies that business owners, managers, or employees are not permitted to ask for documentation regarding a "Service Animal," even in properties that do not allow pets. 

There are only two questions they are allowed to ask:

1. Is the animal a service animal required because of a disability?
2. What task has the service animal been trained to perform?

This policy allows the customer or guest to potentially lie without consequence, since they are not required to provide any documentation. As a result, housing providers and business owners have no way to verify whether an animal is a legitimate service animal based solely on these two questions, and they are not allowed to ask anything further or request proof. This situation raises concerns about fairness and accountability.

If an individual requires a service animal, they should be required to show proper documentation. 

Without a mandatory database and a law that stipulates service animal owners must provide documentation when accessing public businesses, anyone with a pet could claim it is a "service animal" and get into a restaurant, or check into a "Non Pet Friendly" Housing/Hotel without having to pay any Pet Fee's or other Appropriate Fee's. 

This is not about discriminating against service animal owners. If you require a service animal, you have the right to access goods and services. However, there should be a requirement to show legal documentation as proof that the animal is indeed a legitimate service animal. There are too many individuals wrongly abusing this privilege, which actual service animal owners have, simply because there are no laws in place to prevent such misuse.
