The rains have come late this year

The rains have come late in some parts of India this year
Administrations have attached water sources, even private water sources like wells, to make sure that water is available to all the population.
The quarry lakes in Pune are in danger of being filled in by developers. Attention must be brought to the value of the water in the quarry lakes in Pune. Especially those quarries where there are natural springs.
The developer could be compensated as per standard government procedures and protocols - either by government paying him compensation or by government paying him TDR (Transfer of Development Rights).
Private ownership of such precious natural resources can surely be transcended by the government and the owner/developer suitably compensated as per law.
