防衛省と日本企業4社（川崎重工、日本エヤークラフトサプライ、海外物産、住商エアロシステム）はイスラエルから攻撃型ドローンを買うのをやめてください！

防衛省がイスラエル製の攻撃型ドローンの導入を検討していることが、市民団体「大軍拡と基地強化にNO！アクション2023」による2月下旬の防衛省交渉で明らかになり、3月の参議院外交防衛委員会で改めて、防衛省の担当者が導入の検討を明言しました。また、川崎重工、日本エヤークラフトサプライ、海外物産、住商エアロシステムの4社が輸入代理店となっていることも判明しました。

運用実証が行われている機体の製造元には、エルビット・システムズやIAI（イスラエル・エアロスペース・インダストリーズ）など、イスラエルの代表格である軍需企業が名を連ねています。これらの企業はイスラエル軍に武器を供給しており、防衛省は、今まさにパレスチナ人を虐殺することで「性能が実証」された武器を導入しようとしているのです！

 

 

 

 

 

 

 

 

 

防衛省は、「無人アセット防衛能力」の強化を目的とした候補機の運用実証のため、2023年度予算に「小型攻撃用UAV（無人航空機、ドローン）」30億円、「多用途／攻撃用UAV」69億円をそれぞれ計上しています。実証試験は2023年度から2024年度にかけて、製造国で行われます。攻撃型ドローンの事業で実証が決定した機種と製造企業、輸入代理店は以下の通りです。

6月21日に行われた「イスラエル製攻撃型ドローン輸入を止めるための防衛省交渉」（主催：武器取引反対ネットワーク）とその追加質問の結果、防衛省が小型攻撃用UAVについて3月末にさらにイスラエル製以外の2機種の実証試験を行う契約を締結したことが判明しました。これで実証実験中の機種のうちイスラエル製は9機中5機となります。詳細は以下の通りです。

国際司法裁判所（ICJ）は1月26日、イスラエルに対し、ジェノサイド行為を防ぐあらゆる手段を講じることなどを求める暫定措置命令を出しました。ICJの決定などを踏まえ、伊藤忠商事の子会社である伊藤忠アビエーションがエルビット・システムズと結んでいた協力覚書を2月末で終了させ、日本エヤークラフトサプライも追随しました。

また、この暫定措置命令を受けて上川陽子外務大臣は「誠実に履行されるべきもの」との談話を出し、命令を遵守する姿勢を示しました。それなのに防衛省は1月下旬に候補機を決め、命令発出以降も製造国で実証試験を継続しています。イスラエルの攻撃によって、ガザ地区ですでに2万5千人を超えるパレスチナ人が虐殺されていた時期であり、本来であればイスラエル製武器の導入は見送って当然です。現にオランダやコロンビア、カナダなど諸外国ではイスラエルとの武器取引を停止する動きが相次いでいます。

多くのパレスチナ人が虐殺されている今、日本政府がよりによってイスラエルの軍需企業と契約し、税金を投じて攻撃型ドローンを購入することは、イスラエルによる虐殺を容認するとのメッセージを国際社会に発することです。イスラエルによるジェノサイド犯罪、戦争犯罪、アパルトヘイト犯罪への日本政府と日本企業による深刻な加担です！

これは「自由と民主主義に基づく国際秩序」や「法の支配」を守ると強調してきた日本が、自らその立場を掘り崩す行為にほかなりません。ただでさえイスラエルによる虐殺を正面から批判できず、イスラエルに国際法を守らせるための制裁措置を何ひとつ実行できない日本の恥ずべき姿勢を、さらに際だたせる愚行です。

防衛省は令和5年（2023年）版防衛白書において、ロシアによるウクライナ侵攻について以下のように態度表明しています。

（ロシアによる）多数の無辜の民間人の殺害は重大な国際人道法違反、戦争犯罪であり断じて許されない。（中略）ロシアが、国際法や国際秩序と相容れない軍事行動を公然と行い、罪のない人命を奪うとともに、核兵器による威嚇ともとれる言動を繰り返すという事態は、前代未聞と言えるものである。このようなロシアの侵略を容認すれば、アジアを含む他の地域においても力による一方的な現状変更が認められるとの誤った誤解を与えかねず、わが国を含む国際社会として、決して許すべきではない。

防衛省はイスラエルによる国際社会を脅かす「重大な国際人道法違反、戦争犯罪」に対しても同様に許されないものだという姿勢を示してください。まして殺人ドローンを購入するなどもってのほかです。

輸入代理店4社もまた、「政府に頼まれたから」という言い逃れは通用しません。イスラエルの虐殺への加担を「国策への貢献」という言い訳でごまかせると考えているのであれば、大問題です。民間企業もまた、自らの判断によってジェノサイドに加担しない責任があります。ICJの暫定措置命令を受けて、エルビット・システムズとの協力覚書を終了させた伊藤忠アビエーションなどの先例にならってください。

以上にもとづき、私たちは防衛省と日本企業4社（川崎重工、日本エヤークラフトサプライ、海外物産、住商エアロシステム）に以下のように求めます。

・ただちにイスラエル製攻撃型ドローン（小型攻撃用UAVおよび多用途／攻撃用UAV）の導入検討を中止し、以後イスラエル軍需企業と一切の関係を断つこと。

 

【9/29追記】

みなさまのご協力のおかげで、30,054筆の署名を防衛省と代理店企業4社に、また追加提出先である住友商事本社に31,630筆の署名を届けることができました。しかし、2024年9月20日の段階で、提出先のいずれからもイスラエルの国際法違反への加担をやめるための前向きな回答を得ていません。

なお9月18日、住友商事は署名に対する回答として「当社100％出資子会社である住商エアロシステム株式会社が受注した案件に関する契約は終了しており、現在何ら取引はございません」とするメールを送ってきました。武器輸入に向けた実証試験の契約に加担して利益を得た責任を棚に上げるものです。

また、今後本契約に繋がるドローンの入札が行われる際、イスラエル製ドローン輸入の代理店となるのはほぼ間違いなく実証実験の代理店となった企業です。「現在取引がない」ことだけでなく、「将来にわたって取引しない」こと、少なくとも今回の防衛省の攻撃型ドローン導入に際し本契約の入札に参加させないよう、企業に圧力をかけ続けなければなりません。

 

そこで、署名の賛同団体であるBDS Japan Bulletinの呼びかけで、実証実験の代理店である川崎重工・日本エヤークラフトサプライ・海外物産・住友商事（住商エアロシステム）の4社へのボイコット運動が開始されます。

【2025/12/1追記】

１年以上にわたる市民の抗議にもかかわらず、防衛省はイスラエル製ドローンを導入候補から外していません。

2025年度に導入されるドローンは小型攻撃用UAVⅠ型、実証試験の段階で判明しているイスラエル製候補機はROTEM L、Point Blankの２機種。製造企業はIAI（イスラエル・エアロスペース・インダストリーズ）、輸入代理店は株式会社海外物産です。

IAIは国連特別報告者フランチェスカ・アルバネーゼ氏やアムネスティ・インターナショナルなどからとりわけ悪質な戦争犯罪企業として名指しで糾弾されています。武器の取得は戦争犯罪のほう助と見なされ、政治指導者個人の国際的刑事責任にも発展しかねないもの。決して許されません。

12月5日、小泉進次郎防衛大臣宛に署名の追加提出を行います。さらなる周知・拡散にご協力ください！

To the Ministry of Defense and Four Japanese Companies: Do Not Buy Attack Drones from Israel's "Merchants of Death"!

 

What We Want to Achieve with This Petition:

We urge the Ministry of Defense and four Japanese companies (Kawasaki Heavy Industries, Nippon Aircraft Supply, Kaigai Bussan, Sumisho Aero Systems) to halt their purchase of attack drones from Israel!

 

In late February, during a negotiation among the Ministry of Defense and the citizen group “No to Massive Military Expansion and Base Reinforcement Action 2023”, it was revealed that the Ministry of Defense is considering introducing Israeli-made attack drones. This was confirmed again by a Ministry of Defense official at the Senate Foreign Affairs and Defense Committee in March. Additionally, it was discovered that four companies—Kawasaki Heavy Industries, Nippon Aircraft Supply, Kaigai Bussan, and Sumisho Aero Systems—are acting as import agents.

 

The manufacturers of the drones being considered include leading Israeli defense companies such as Elbit Systems and IAI (Israel Aerospace Industries). These companies supply weapons to the Israeli military, and the Ministry of Defense is looking to introduce weapons that have been "proven effective" through their use in the ongoing massacre of Palestinians.

 

Aiming to enhance "unmanned asset defense capabilities," the Ministry of Defense has allocated a huge budget in FY2023 for operational validation of candidate drones: 3 billion yen for "small attack UAVs (unmanned aerial vehicles, drones)" and 6.9 billion yen for "multi-purpose/attack UAVs." The validation tests called Proof of Concept will be conducted in the manufacturing countries from FY2023 to FY2024. The drones selected for validation, their manufacturers, and import agents are as follows:

It is notable that five out of the seven drones (as signified with ※ at the end) are from Israeli companies.

 

7/14 Postscript 

 

Through the "Negotiation with Ministry of Defense to Stop the Importation of Israeli Attack Drones" held on June 21 (hosted by the Network Against Japn Arms Trade) and additional questions sent later, it was learned that the Ministry of Defense signed a contract at the end of March to conduct demonstration tests of two more small attack UAVs, both of which are not made in Israel. This brings the number of Israeli-made UAVs out of the nine models undergoing demonstration testing to five. Details are as follows

On January 26, the International Court of Justice (ICJ) issued a provisional measure order demanding Israel take all measures to prevent acts of genocide. Following the ICJ's decision, Itochu Aviation, a subsidiary of Itochu Corporation, terminated its MOU (memorandum of understanding; initiating contract for further alliance) with Elbit Systems at the end of February, and Nippon Aircraft Supply followed suit. Additionally, in response to the ICJ's provisional measure order, Foreign Minister Yoko Kamikawa issued a statement emphasizing that the order should be "faithfully implemented."

 

Despite such a statement, the Ministry of Defense proceeded to decide on the candidate drones in late January, and continued validation tests in the manufacturing countries even after the ICJ order was issued. By late January, over 25,000 Palestinians had already been killed in Gaza by Israeli attacks. Therefore, it would have been appropriate to suspend the introduction of Israeli-made weapons even at the time of late January. Indeed, countries like the Netherlands, Colombia, and Canada have taken steps to halt arms trade with Israel.

 

The Japanese government's decision to continue on with the contract with Israeli defense companies, spending taxpayer money to purchase attack drones while many Palestinians are being massacred, sends a message to the international community that Japan condones Israel's atrocities. This represents a severe level of complicity by the Japanese government and Japanese companies in Israel's genocide, war crimes, and apartheid crimes.

 

Such actions undermine Japan's professed commitment to the "international order based on freedom and democracy" and the "rule of law." This reckless action also highlights Japan's shameful position, the one that fails to openly criticize Israel's massacres nor to take any sanctions to enforce international law.

 

In the 2023 edition of the Defense White Paper, the Ministry of Defense stated the following regarding Russia's invasion of Ukraine:

“The killing of numerous innocent civilians by (Russia) is a serious violation of international humanitarian law and a war crime that cannot be tolerated. [...] If such Russian aggression is condoned, it could lead to a mistaken belief that unilateral changes to the status quo by force are acceptable in other regions, including Asia, and the international community, including Japan, must never allow this.”

 

The Ministry of Defense must adopt the same intolerant attitude towards Israel, for its "serious violations of international humanitarian law and war crimes" that threaten the international community. Purchasing killer drones is out of the question.

 

The four import agents cannot escape responsibility by claiming they were doing their job as asked by the government. Complicity in Israel's massacres cannot be justified as "contributing to national policy." Private companies too bear a responsibility to make independent judgments to avoid complicity in genocide. Follow the example of Itochu Aviation, which terminated its memorandum of cooperation with Elbit Systems after the ICJ's provisional measure order.

 

Based on arguments above, we demand the Ministry of Defense and four Japanese companies (Kawasaki Heavy Industries, Nippon Aircraft Supply, Kaigai Bussan, Sumisho Aero Systems) to:

Immediately cease consideration of introducing Israeli-made attack drones (small attack UAVs and multi-purpose/attack UAVs) and cut all ties with Israeli defense companies.

9/29 Postscript

 

Thanks to your cooperation, we were able to deliver 30,054 signatures to the Ministry of Defense and four agency companies, and 31,630 signatures to the head office of Sumitomo Corporation, the additional recipient of our submission. However, as of September 20, 2024, we have not received a positive response from any of the parties to which we submitted the signatures to stop their complicity in Israel's violation of international law.

 

On September 18, Sumitomo Corporation sent an e-mail in response to the signatures stating, "The contract for the project awarded to our wholly owned subsidiary, Sumisho Aerosystems Corporation, has been terminated and there are currently no transactions of any kind. This is a shelving of our responsibility to profit from our complicity in the contract for the demonstration test for arms importation.

In addition, when future bids for drones leading to this contract are made, the company that will almost certainly be the agent for importing Israeli drones will be the company that became the agent for the demonstration test. We must continue to pressure the companies not only to "not do business with us now," but also to "not do business with us in the future," or at least to prevent them from participating in the bidding for this contract when the Defense Ministry introduces attack drones this time.

 

Therefore, BDS Japan Bulletin, a group supporting the petition, is launching a boycott campaign against the four companies that are the agents for the demonstration test: Kawasaki Heavy Industries, Japan Aircraft Supply, Overseas Bussan, and Sumitomo Corporation (Sumisho Aerosystems).
