A West LA Homeless Project: It's Illegal & It'll Hurt Veterans

The Issue

We, the undersigned, do hereby strongly urge the Los Angeles County Board of Supervisors to drop Supervisor Lindsey Horvath's plan to build a 167-bed PROJECT that would house a transient population of as many as 334 "civilian" homeless people per year. The project, located on the Brentwood neighborhood's doorstep, is opposed by military veterans and by local residents. Critics predict the PROJECT would be so loosely-managed that it would become a virtual flop-house, where winos and drug addicts crash.

This so-called Armory PROJECT is illegal because it would violate a legally-binding promise made to VETERANS. That promise is contained in a deed restriction created when the land was donated to the federal government by two philanthropists. That restriction states that the very same land where Horvath wants to locate her homeless project may only be used to serve VETERANS, NOT civilians. And the Horvath project is NOT designed to serve Veterans.

This petition will send a strong signal to Horvath that she can’t expect us to vote for her reelection this year if she continues to support her unpopular, disruptive and illegal 167-bed homeless PROJECT. Meanwhile, Horvath is living on a cozy, tree-lined street in Hollywood. 

This interim housing PROJECT would be the largest homeless facility in West Los Angeles. From Beverly Hills and Culver City to the ocean and from LAX on the south to Mullholand Drive on the North, there's no comparable LA City or LA County homeless project.

The Horvath PROJECT would not only violate the rights of VETERANS but it would also imperil the health and safety of VETERANS. Why? Because the occupants of this project would NOT be required to be sober or drug-free. Nor would they be required to participate in sobriety and self-improvement programs or obey a curfew. The lax "house rules" of the Horvath PROJECT would give these civilian homeless the freedom to visit, disrupt and contaminate the Los Angeles VA campus (only a stone's throw from the PROJECT) where hundreds of VETERANS are now working in recovery programs so they can get sober, drug-free and live a normal life. The PROJECT would be a recipe for disaster, according to veterans advocates like the Vietnam Veterans of America.

Needless to say, Horvath's project is also opposed by local residents, who include UCLA students, senior citizens and middle-income working families living in mom-and-pop apartments across the street from the PROJECT. The PROJECT would import 250 to 350 homeless individuals into this neighborhood each year.  It's intentionally designed to be a revolving door of homeless people. A project of this size would swamp the neighborhood and jeopardize its tranquility, its health and safety. 

A better option would be for the property to be used as a housing facility for a much smaller number of VETERANS, homeless or otherwise - after all, it's their promised LAND!

VETERANS oppose the project. Local residents oppose it. Besides Horvath herself, this project is supported by only a handful of Santa Monica, West Hollywood and Beverly Hills city officials. They are big fans of this project because it will take homeless people off their streets and have them dumped in our backyard.

The Fight to Stop Horvath’s PROJECT is Winnable!!!

In 2006, the Federal government tried to sell ten acres of land on the West LA VA campus to private developers. Outraged veterans and civic leaders, including then-Supervisor Zev Yaroslavsky and then-City Councilman Bill Rosendahl, protested against that sale, arguing that it would violate the for-veterans-only provision and defile, in Yaroslavsky's own words, “hallowed land.” Ultimately, that plan was defeated.

With your help, we too can stop a misguided and a harmful plan that would violate a legally-binding promise made to VETERANS and swamp a residential neighborhood with loosely-managed and often troubled homeless individuals.

Finally, don't be fooled when Horvath and company also allege that the Westside of LA is not doing its part to provide housing for the homeless. This is Horvath trying to make us feel guilty, characterizing us as selfish, privileged NIMBYs. Who are they kidding?  Brentwood's IMMEDIATE NEIGHBOR is the Los Angeles VA campus which, as mentioned before, serves hundreds of homeless veterans - who often visit our neighborhood. We are not a neighborhood lacking in homeless. We don't need, nor do we deserve to have, more homeless dumped into our community.
