Ontario is facing a diagnostic crisis. Patients are enduring unacceptable wait times for essential medical imaging, resulting in delayed care, increased anxiety, and worsening health outcomes.  While many assume these community clinics are part of our public healthcare system, they are actually for-profit, private corporations prioritizing shareholder returns.

"Amicus Health Access Initiative for Ontarians"  (Amicus) is proposing a better path: a mission-driven, non-profit social enterprise model. Unlike corporate clinics, our model removes the profit motive, ensuring every resource is reinvested into more accessible and faster services.

The Solution:
Amicus is calling on the Ministry of Health to authorize and license non-profit, independent diagnostic imaging centers that operate 24/7. This evidence-based model is designed to relieve the mounting pressure on our hospital system through four core pillars:

• Faster Access for Every Patient: No patient should have to wait weeks for routine imaging. By expanding community-based capacity, Amicus will provide patients with immediate, accessible scan options, ensuring that diagnoses are reached in days, not months.
• 24/7 Access for Urgent Diagnostics: By offloading routine diagnostic volume to community-based, non-profit centers, hospital systems can clear significant backlogs, ensuring that acute and emergency cases receive the priority they require while routine care moves forward without delay.
• Reducing Emergency Department Wait-time: Currently, family physicians and community practitioners are often forced to redirect patients to hospital Emergency Departments simply to access urgent X-ray or Ultrasound services. Establishing a 24/7 community hub will redirect this non-acute traffic away from ERs, drastically reducing wait times for all patients.
• The Non-Profit Advantage: Amicus is committed to a non-profit, social-enterprise model. Every dollar surplus is reinvested directly into the system to enhance equipment, increase staffing, and expand access to care for all Ontarians, rather than being diverted as profit.

A Scalable Solution for Ontario: Amicus is establishing a pilot model in the National Capital Region designed to be replicated across the province. By integrating with existing hospital workflows, this model creates a seamless, efficient bridge between community primary care and acute hospital settings.

The current provincial licensing framework is preventing the deployment of this essential capacity.

Amicus calls on the Minister of Health, Sylvia Jones, to further strengthen the diagnostic landscape by opening a formal Call for Applications for non-profit, 24/7 independent diagnostic facilities.
