Defend Dynasty Center, LA Chinatown’s Last Community Shopping Mall!
The Issue
We, the commercial tenants of Dynasty Center, have been told by the management that we will be evicted by corporate developer Redcar Ltd. by 2022 and 2023.
We are low-income immigrants from Southeast and East Asia who have served our Chinatown community for decades by selling culturally relevant kitchenware, clothing, electronics, and plants and forming deep relationships with Chinatown residents.
Redcar purchased Dynasty Center in July 2021 and immediately raised our rent back to 100%, even though the previous owner had allowed us to pay 50% reduced rent throughout the Covid-19 pandemic, which continues today. Redcar and management have harassed tenants who have been unable to pay full rent, serving 3-day notices without acknowledgement of current eviction protections. This has placed significant stress upon us.
Furthermore, Redcar has a history of buying up property, demolishing them, destroying the history and community spaces of the neighborhood, and constructing new buildings that do not serve the community. Since 2014, Redcar Properties has bought six large buildings in Chinatown, evicted the commercial tenants, and redeveloped the properties as office spaces for professionals with no connection to the community.
One of these buildings was The Shop Plaza. Over 20 of us who are currently at Dynasty Center were previously evicted by Redcar from The Shop in March 2020 after operating there for multiple decades.
Redcar encouraged us to move to Dynasty Center, only to evict us AGAIN less than 2 years later. If they succeed in evicting us again, about 100 commercial tenants will have no other place to go, because Dynasty Center is the last community shopping mall in Chinatown.
Therefore, we demand that:
- Redcar does not evict any tenant at Dynasty Center
- Dynasty Center is preserved as a culturally and historically important institution
- Rent is reduced by 50%, returning to the rate prior to the Redcar acquisition. COVID-19 has severely affected small businesses, particularly those in ethnic enclaves such as Chinatown, and the financial impacts of the on-going pandemic are far from over.
We, the tenants of Dynasty Center, will continue to fight for what is fair until all demands are met with ongoing support from Chinatown Community for Equitable Development (CCED) and the Los Angeles Chinatown community.
