PETITION: Do Not Revoke Permanent Residency of Youth Who Have Nowhere to "Return"!

A-san is a foreign national who was born and raised in Kanagawa. Since they attended the local public school in Japan, their most comfortable language is Japanese. They have lived their whole life in Japan, just like the Japanese people around them.
In their early 20s, A-san’s mental health deteriorated, leading them to drop out of college and take on part-time work. During this time, A-san’s income was unstable, which made it difficult for them to pay their National Pension. Over the years, A-san's mental health improved to the point where they were able to secure a stable job and repay the pension they had missed.
In June 2024, Japan passed a bill that could potentially remove people like A-san, known as the "Permanent Residency Revocation Clause," as part of the revised Immigration Control and Refugee Recognition Act.
The Permanent Residency Revocation Clause allows for the revocation of permanent residency—a qualification which foreign nationals can obtain only after passing an extensive review, which itself is conducted only after they have met conditions such as having lived in Japan for 10 consecutive years—if they fail to pay taxes, pensions, or national insurance on time.
Among foreign nationals living in Japan with permanent residency, including members of the Alliance of Permanent Residents, there are many young people who were born or raised in Japan and consider it their only home.
Anyone, regardless of nationality, can face difficulties paying taxes, national pension, or national insurance due to financial instability or health issues.
During a congressional hearing, the government stated that permanent residency would only be revoked in "malicious" cases. However, the vague wording of the bill has raised concerns that it could be applied arbitrarily.
To prevent arbitrary interpretation of this law, we have prepared several requests for the guidelines and their drafting process, which include the following points. These suggestions will be submitted as part of the formal request to the government.
1. Clearly state that due consideration will be given to a person's economic stability and state of health.
2. Clearly state that consideration will be given to a person's ability to live safely in their country of citizenship, taking into account their personal history, language skills, and the political and social stability of their country of citizenship.
3. Create spaces where people from diverse backgrounds, including permanent residents born or raised in Japan, can participate in the development of the guidelines and have their views reflected.
