Dear Sirs,

Through this petition, we wish to draw your urgent attention to the plight of millions of individuals who are aspiring to be “Government Employee” and serve the citizens of this great country.

A. About Boards:

1. Railway Recruitment Board

Different zones of RRBs have recruited ALP and JE last year. The process after getting employment is to get training (especially in ALP) from the last 8-10 months most of the Candidates who have selected for the post of ALPs didn't go through the Training and so that they are not getting any kind of salary even they have joined the Railways. Even most of them have crossed One of the modules of the training (and got some salary) and then they have been told to rest at home. (Hence, No training No Salary). They even can't join other departments due to dual employability rules. So either they should get the training or a proper salary should be given to them so that they and their families can survive. 

2. Staff Selection Commission

SSC JE usually takes 2-3 Years to complete the results even they have only 2 TEIR exams. After getting Pre-exam Candidates to have to wait for several months for the results and then the same time is taken for the Mains Exams. Even after mains, they took a lot of time to publish the final results. (Eg. SSC JE 2018 Results are still in pending)

3. SAIL CAREER

SAIL has a total of 11 Units in India for them they recruit Operator Cum Technician (Trainee), Boiler Operators, Attendant Cum Technician (Trainee), and many more most for technical students (some of them are filled through GATE). Usually, the examination of SAIL is the most hoped examination for the Diploma and ITI Candidates as they provide regular vacancy (Before 2015). 

a. From the last two years, SAIL has pending results as well as examination in their different units (SAIL Bokaro, SAIL Burnpur, SAIL Bhilai) all of them either have pending examinations of results to be declared.

b. As we have filed RTI for SAIL Bokaro (Advt no. BSL/R/2019-02), we got a reply "This vacancy is under the cancellation process". Even they have completed all the steps of recruitment, i.e. Written Test then Skill Test along Document Verification. It's really not good for the candidates who have been selected. 

The examination process of all SAIL boards should be On-line, with regular Examination and Skill test and they must be completed in a limited time frame. 

4. Uttar Pradesh Subordinate Services Selection Commission

a. UPSSSC had published the vacancy for JE in 2016, again the board had published a new vacancy for JE in 2018 without completion of the first one. We are getting dates only for the examination of the 2016 vacancy but no further actions are undertaking fo or this. They just updated last year we shall soon update the Syllabus and Exam pattern soon but no further action of that notice too. All the vacancies should be completed in a limited time frame here too. 

5. Graduate Aptitude Test in Engineering (GATE)

GATE has created to take all the technical examinations for the Graduate engineers for Jobs and further studies at once (Just like current CET). Even after clearing GATE, we have to fill the recruitment authorities on the basis of marks in the GATE and again have to face all the process of recruitment. We are seeing also from the last few years the vacancies are decreasing drastically for the PSUs and Central Government Bodies.  This is just due to they are selecting more candidates either from their own recruitment authority or from top IITs, NITs colleges. So there is no point of having the GATE for Engineers. 

 

B. About Number of Vacancies:

1. From the last 3 years, there was no proper filing of Vacant seats in different PSUs, and Government Units

a. NTPC has not published any vacancy after 2018 and even they have criteria for selecting only LAst year candidates for their vacancies. What happened to previous candidates if the recruitments wouldn't be regular?

2. DMRC has decreasing posts regularly in Bulk. The mass reduction in the posts of different JEs, AMs, and Operators is the danger sign for the upcoming Engineering Students. DMRC has now taken more vacancies from the Contractual Basis for that they have the same rules and methods of the selection (What is the point if any candidate has put all the effort to get 2 years Contract Job, DMRC previously taking all these seats for permanent but now they are not.)

3. Ordinance Factory, the Central Government body which provides a large number of vacancies for technical candidates, has not recruited from the last 4-5 Years. 

Final Words:

We need a proper regular body to handle the examination process in the PSUs as well as Government bodies, All the SAIL units, even ISRO units, NTPC units, DAE units, and other can get one examination for their units it will save them time, resources and money of both the candidates and the bords also. With this, we need the completion of all the recruitment (pending and upcoming) in time which can be decided by the bords.
