The Issue

21-year-old Lisa Marie Young disappeared while out celebrating with friends on Canada Day 2002 long weekend in Nanaimo BC.

⭐ As of Aug 27, 2023, Lisa has been buried for as many days as she was alive.

SUMMARY

Lisa's remains are buried at preciselyN49.14502 W123.97504”.  The lead investigator and other members of the RCMP are aware of this.

This information (and other key details about Lisa's murder) came from a credible source, and significant parts were later independently verified before a meticulously detailed report was made (in January 2021) directly to the lead investigator assigned to the case.

RCMP investigators have searched the correct property 3 times, yet they've failed/refused to check this one spot.

Please INSIST that the RCMP do their job ... If, after this, they still won't retrieve Lisa's remains, then I'LL DO IT MYSELF...  (Seriously. Arrangements are underway) ...because somebody needs to, for justice, "closure", and a lot more.

WHAT HAPPENED  ⚠️

Lisa was brutally murdered in the kitchen of 827 Nanaimo Lakes Road, then buried in the backyard — at exactlyN49.14502 W123.97504”.  Her remains are located deep beneath a 4ft² concrete slab which, soon after the burial, was poured adjacent to the back of the home.

This is the same location as a house party Lisa had been brought to several hours earlier, and the same place that Lisa’s father urged police to check in 2002.  (RCMP were adamant “Lisa was never there”, then 2 decades later, searched the same property 3 times – yet never this spot, nor ever with the right equipment.) Right across the street is Colliery Dam Park: the same place multiple psychics said Lisa is near — leading to multiple searches by her family (at times just 200 meters from Lisa’s actual burial location.

 

This is also the SAME property where, around the time of Lisa's disappearance:

At least 2 (unrelated) people have come forward (in 2020 and 2023) claiming that in 2002 they lived near 827 Nanaimo Lakes Road:

  • a neighbour told CHEK News that he saw "what looked like a body in a hammock" and soon after, "equipment moving a lot of soil around in the backyard".  He says he reported this to police at the time. (Watch Kendall Hanson's CHEK News segment here.)
  • a woman recently came forward claiming she used to live nearby the home and briefly saw a backhoe moving a body at the property, which she believed to be the body of Lisa Marie Young.

RCMP RESPONSE

The official investigation was plagued with problems from the start.

Dallas went to the Nanaimo Lakes Road party with Lisa, and several people said they saw her there, yet police initially insisted adamantly "she was never there." 

That was, in fact, the only thing RCMP ever stated confidently about the case... but 18 years later, they contradicted themselves:

⭐ In December 2020, RCMP performed the first 2 searches of that location. Both failed to locate Lisa's remains.

It wasn't until 10 days after Lisa disappeared that RCMP finally admitted that she might not be okay.

3 weeks later (January 6, 2021), the lead investigator (an RCMP Corporal) received credible/verifiable/detailed information about Lisa's murder including the precise burial location. The caller also provided their identity, indicated a willingness to testify, and provided extensive corroborating information backing up the report.

WON'T SEARCH

During the 2 calls in January 2021 (90min + 30min) it was made clear that the Corporal has no intention of recovering Lisa's remains.

⭐According to the homeowners, RCMP later quietly returned to search the property a third time, however, the spot identified by the caller was left undisturbed, as shown in recent satellite photos of the property.

CREDIBLE & ACCURATE

The initiator of this petition has absolute confidence about the location of Lisa's remains.  The information came from a credible source, in extensive detail and was confirmed in several ways.

INDEPENDENTLY VERIFIED

Details were later carefully verified with meticulous research using several reputable sources of corroborating evidence relevant not only to Lisa's murder and burial, but also to police efforts that followed.

LAST RESORT

❌ The formal RCMP complaint process was pursued, but then deemed inappropriate in this situation. (The mandatory 1st step is to contact the Detachment Commander, yet the Corporal in charge of Lisa's case was also a Detachment Commander from 2013-2016, which, combined with other reasons, created doubt in the process.)

❌ Several politicians were called/written (3 MP's, 3 MLA's, and the Attorney General), explaining the situation. The two who eventually responded indicated they were too busy to address this matter.

❌ Also contacted media outlets, podcasters, more RCMP officers, more government officials, family members. Unfortunately, people are having a hard time believing it's possible that the RCMP Corporal who's in charge of Lisa's case has known the exact burial location for years (at least January 2021) but is choosing not to act on the information. (We can't fault anyone for their disbelief. This situation is crazy, and we barely believe it ourselves – and the story gets even more shocking.)

We've tried everything we could think of. This petition (and website at lisamarieyoung.ca) are our 2nd-to-last option.

The final option will be to dig her up ourselves.

HOW YOU CAN HELP

Please help compel the RCMP to recover Lisa's remains from the location stated above.

Section 2 of the Police Act states the Minister of Public Safety must ensure that adequate and effective law enforcement is maintained throughout the province.

PRUDENCY

⭐ Some additional measures would be prudent, given RCMP's past mishandling of Lisa's case:

1. Bring in a new search team

It would be wise/logical to insist that a team experienced with this type of excavation be brought in from other RCMP locations.  This is based on facts including:

  • Nanaimo RCMP already searched the property 3 times, yet failed to check under the "unusual" concrete slab (which should have been obvious even before they were armed with the exact burial coordinates.)
  • previous use of Ground Penetrating Radar was apparently by an unqualified operator, as basic standard operation procedures were seemingly disregarded. (more info here)
  • several false and/or misleading claims have been made by the lead RCMP investigator which served only to hamper progress in the case (yet make us wonder what he's hiding).

2. Have an impartial observer present

It would also be prudent to insist that someone unaffiliated with police (perhaps a family member, or even the initiator of this petition) is present during the excavation process. Based on the RCMP's lack of response to the murder/burial information (and to the case in general), concerns have been raised about further potential "avoidance" efforts, even if the site is excavated.  (...so they can't say "she's not there"... again.)

DISTURBING TRUTH ⚠️

After leaving a 2nd house party to grab some food with a "man" driving a mint-condition Jaguar XJ-40, Lisa called a friend. She was upset, and stated, "this guy won't bring me back".  Soon after, Lisa's cellphone stopped communicating with the carrier’s network (last in the Departure Bay area).

Lisa had been severely beaten, before being brought back to the Nanaimo Lakes Road residence, mid-day on July 1st, 2002. This was the same location where she'd attended a house party earlier that day (1-2am). Soon after returning, Lisa was murdered, in the kitchen of the home.

Her body was placed in a hammock in the backyard. Machinery was then brought in, and a deep hole was dug adjacent to the back of the home.  Lisa was buried around 6:30pm. The hole was back-filled, and a 4ft² concrete "square" was poured above. The concrete was later further concealed by the addition of soil and planting of a garden above, as it remained for some time until new homeowners again unearthed the oddly-located and impractically-sized little "patio" (barely large enough to fit a picnic table).

[Kendall Hanson's report which aired December 17, 2020 on CHEK News almost showed the burial location on camera.  The camera pans the backyard of the home (the area searched by RCMP), but the trampoline is blocking view of the concrete pad.]

WHAT'S NEXT?

Successful recovery of Lisa's remains from the location, needs to trigger a Public Inquiry and/or Civilian Review into the RCMP's handling of the investigation.  The initiators of this petition strongly believe that this will expose several more disturbing facts about the RCMP's handling of the case, including some unethical actions taken by the RCMP in an attempt to cover up their mishandling of the case.

WHERE ARE THEY NOW?

The “man” who brought Lisa to that party, and later to get food (and likely later returned her to the location) was eventually questioned and released, and is believed to have subsequently left the country, initially to Japan, then settling in Turkey.  The Jaguar he was driving belonged to his grandparents. (By the time RCMP seized it for inspection, it had been steam cleaned.)  His grandfather was formerly the mayor of the neighbouring town of Parksville.

The “man” who beat and murdered Lisa (and arranged her burial in his backyard) has, thus far, proven that he can "outsmart the RCMP" and "get away with murder" as he has continued to enjoy his freedom without consequence for the past 2 decades. (This is an extremely dangerous example to set in the minds of other potentially-dangerous “men”.

VERIFICATION SOURCES

When making claims this severe (at serious risk to self), it's important to be absolutely sure. Meticulous care was taken to verify every possible aspect, using several independent sources, including:

During this extensive and meticulous verification, several concerns were raised related to the (past/recent) handling of the official investigation, including documented examples of the RCMP's:

  2. unacceptable delays

  5. obstruction of the family's efforts
  6. disregard of their own policies & questionable activities

1. RCMP have demonstrated a pattern of blatant deception including:

  • blatant/deliberate publicizing of misinformation...
     - official RCMP spokesman: "Crime Stoppers no longer does re-enactments of crimes" (src) later proven to be a blatant lie to the media and Lisa's parents (src)
     - lead investigator (a Corporal): "Crime Stoppers and the Nanaimo RCMP don't work together anymore" Jan/Feb 2021, to several parties including a family member (src): "If you report a tip to Crime Stoppers, the police will not look into it."
  • ...despite government instruction to the contrary:

2. Unacceptable Delays

  • initially told Lisa's parents "Call back in 48 hours" (src)
  • when an officer finally stopped it was only to pick-up a photo, then he went on 5 days off "Call back after that" (src)
  • start of the investigation was delayed by 10 days "Nothing's come up that would suggest foul play" ...despite RED FLAGS:
     - Lisa had no history of disappearing (src)(src)
     - she missed moving day into new apartment (src)
     - she missed 1st day of her new job (where she'd pushed to start sooner) (src)
     - none of her many friends had heard from her (src)(src)
     - several reports of unknown male/distinctive vehicle (src)
     - lack of bank/cellphone activity (src)(src)
     - concerning phone call to Dallas (src)
     - neighbours reported witness of a burial underway (src)

3. Negligence in the overall investigation

  • RCMP didn't obtain phone/bank records (parents had to) (src) (src) (src)
  • Lisa's parents started their own investigation by July 3rd: searches (src), postered whole island (src), canvassing (src) and even "recon" (src)
  • RCMP's initial search was Sept 18th (80 days after disappearance) (src) delayed several times including a holiday and a different murder (which took 2 days to solve yet caused an 18-day delay) (src)
  • RCMP "lacked manpower" for more searches (src)
  • ignored report of "body in a hammock", burial underway (src)

  • over-lenient with driver despite recidivism
    - "Fraud" charge disappeared during transfer to Nanaimo.
    - 1-day jail for Assaulting a Police Officer while in Breach (of an already-lenient Conditional Order)
  • prevented website attempts, silenced website author (we won't get into that now, to keep focus firmly on Lisa... but the truth will come out)

⭐ Some additional measures would be prudent, given RCMP's past mishandling of Lisa's case:

1. Bring in a new search team

It would be wise/logical to insist that a team experienced with this type of excavation be brought in from other RCMP locations.  This is based on facts including:

  • Nanaimo RCMP already searched the property 3 times, yet failed to check under the "unusual" concrete slab (which should have been obvious even before they were armed with the exact burial coordinates.)
  • previous use of Ground Penetrating Radar was apparently by an unqualified operator, as basic standard operation procedures were seemingly disregarded. (more info here)
  • several false and/or misleading claims have been made by the lead RCMP investigator which served only to hamper progress in the case (yet make us wonder what he's hiding).

2. Have an impartial observer present

It would also be prudent to insist that someone unaffiliated with police (perhaps a family member, or even the initiator of this petition) is present during the excavation process. Based on the RCMP's lack of response to the murder/burial information (and to the case in general), concerns have been raised about further potential "avoidance" efforts, even if the site is excavated.  (...so they can't say "she's not there"... again.)

DISTURBING TRUTH ⚠️

After leaving a 2nd house party to grab some food with a "man" driving a mint-condition Jaguar XJ-40, Lisa called a friend. She was upset, and stated, "this guy won't bring me back".  Soon after, Lisa's cellphone stopped communicating with the carrier’s network (last in the Departure Bay area).

Lisa had been severely beaten, before being brought back to the Nanaimo Lakes Road residence, mid-day on July 1st, 2002. This was the same location where she'd attended a house party earlier that day (1-2am). Soon after returning, Lisa was murdered, in the kitchen of the home.

Her body was placed in a hammock in the backyard. Machinery was then brought in, and a deep hole was dug adjacent to the back of the home.  Lisa was buried around 6:30pm. The hole was back-filled, and a 4ft² concrete "square" was poured above. The concrete was later further concealed by the addition of soil and planting of a garden above, as it remained for some time until new homeowners again unearthed the oddly-located and impractically-sized little "patio" (barely large enough to fit a picnic table).

WHAT'S NEXT?

Successful recovery of Lisa's remains from the location, needs to trigger a Public Inquiry and/or Civilian Review into the RCMP's handling of the investigation.  The initiators of this petition strongly believe that this will expose several more disturbing facts about the RCMP's handling of the case, including some unethical actions taken by the RCMP in an attempt to cover up their mishandling of the case.

WHERE ARE THEY NOW?

The “man” who brought Lisa to that party, and later to get food (and likely later returned her to the location) was eventually questioned and released, and is believed to have subsequently left the country, initially to Japan, then settling in Turkey.  The Jaguar he was driving belonged to his grandparents. (By the time RCMP seized it for inspection, it had been steam cleaned.)  His grandfather was formerly the mayor of the neighbouring town of Parksville.

The “man” who beat and murdered Lisa (and arranged her burial in his backyard) has, thus far, proven that he can "outsmart the RCMP" and "get away with murder" as he has continued to enjoy his freedom without consequence for the past 2 decades. (This is an extremely dangerous example to set in the minds of other potentially-dangerous “men”.

VERIFICATION SOURCES

When making claims this severe (at serious risk to self), it's important to be absolutely sure. Meticulous care was taken to verify every possible aspect, using several independent sources, including:

  • historical &current satellite imagery from several sources, most notably Nanaimo City Hall's online GIS mapping software.
  • additional, highly-detailed satellite imagery and infrastructure maps (purchased from the City of Nanaimo's Engineering Department) CD of aerial imagery and infrastructure maps, purchased from the City of Nanaimo  
  • newspapers archives including: Nanaimo Daily News (now-defunct), Nanaimo News Bulletin, Times Colonist, Vancouver Sun, The ProvinceGlobe & Mail Calgary Herald
  • video clips from media outlets including CHEK News & CBC News
  • current and archived RCMP documents including internal policies:

  • the sole official breeder of RCMP service dogs, and an official trainer of "Cadaver Dogs"
  • standard/recommended police procedures involved in the location and excavation of human remains

INVESTIGATION MISHANDLED

During this extensive and meticulous verification, several concerns were raised related to the (past/recent) handling of the official investigation, including documented examples of the RCMP's:

  1. pattern of blatant deception
  2. unacceptable delays
  3. negligence
  4. mistreatment of Lisa's family
  5. obstruction of the family's efforts
  6. disregard of their own policies & questionable activities

1. RCMP have demonstrated a pattern of blatant deception including:

  • blatant/deliberate publicizing of misinformation...
     - official RCMP spokesman: "Crime Stoppers no longer does re-enactments of crimes" (src) later proven to be a blatant lie to the media and Lisa's parents (src)
     - lead investigator (a Corporal): "Crime Stoppers and the Nanaimo RCMP don't work together anymore" Jan/Feb 2021, to several parties including a family member (src): "If you report a tip to Crime Stoppers, the police will not look into it."
  • ...despite government instruction to the contrary:
     - Provincial government promoting Crime Stoppers
     - RCMP & federal government promoting Crime Stoppers
     - R. v. Leipert (src)
  • claimed "Lisa was never at that party" (src) (yet later searched the property 3 times) (src)
  • majority of details provided to Crime Stoppers for re-enactment were wrong (src)
  • several issues with the RCMP’s “official” case dossier – contradict other official documents/statements
     - incorrect facts (dates, description, spelling, more)
     - recent odd/unexplained updates
     - Lisa's is the only dossier (of 1000's) that advises informants not to contact Crime Stoppers

  • misrepresented how many searches have been completed (src)

2. Unacceptable Delays

  • initially told Lisa's parents "Call back in 48 hours" (src)
  • when an officer finally stopped it was only to pick-up a photo, then he went on 5 days off "Call back after that" (src)
  • start of the investigation was delayed by 10 days "Nothing's come up that would suggest foul play" ...despite RED FLAGS:
     - Lisa had no history of disappearing (src)(src)
     - she missed moving day into new apartment (src)
     - she missed 1st day of her new job (where she'd pushed to start sooner) (src)
     - none of her many friends had heard from her (src)(src)
     - several reports of unknown male/distinctive vehicle (src)
     - lack of bank/cellphone activity (src)(src)
     - concerning phone call to Dallas (src)
     - neighbours reported witness of a burial underway (src)

3. Negligence in the overall investigation

  • RCMP didn't obtain phone/bank records (parents had to) (src) (src) (src)
  • Lisa's parents started their own investigation by July 3rd: searches (src), postered whole island (src), canvassing (src) and even "recon" (src)
  • RCMP's initial search was Sept 18th (80 days after disappearance) (src) delayed several times including a holiday and a different murder (which took 2 days to solve yet caused an 18-day delay) (src)
  • RCMP "lacked manpower" for more searches (src)
  • ignored report of "body in a hammock", burial underway (src)
  • dossier errors incl. wrong dates; spelling/grammar issues (watch this video 2m0s)

  • failed to question bar patrons/friends (src)
  • failed to seize Jaguar until after steam cleaning (src)
  • misused GPR (see here)
  • needless prioritization of other cases (eg., open/shut shooting case delayed the 1st search for Lisa +18 days) (src) (src)
  • family had such a lack of faith they repeated the RCMP's 1st search (src)

4. Mistreatment of Lisa's family

  • (neglected) eg., ignored Lisa's parents for several months (src)
  • (scolded) repeated warnings (src) (src)
  • threatened parents w/ Obstruction charge (src)
  • parents formally cut-off from further information about their daughter's case (src)(src)
  • non-support of parents, emotionally or with search efforts, etc.
  • Family was shown a lack of respect/empathy

5. Obstruction of family's search efforts

  • dissuaded from hiring Private Investigator (src) (src)
  • advised to stop posters (src)
  • formally cut parents off from info about the case (src) (src)
  • persuaded to add conditions to reward (src)

6. Disregarded their own policies/laws & questionable activities

  • ignored own policies (see PDF's above)
  • transfer of the "person of interest" may have broken law: when possible, criminal proceedings should take place where the offence occurred. (He was in Kamloops where the crimes occurred for which he was transferred to Nanaimo.) See "Court Jurisdiction & Proceedings Transfer Act"
  • over-lenient with driver despite recidivism
    - "Fraud" charge disappeared during transfer to Nanaimo.
    - 1-day jail for Assaulting a Police Officer while in Breach (of an already-lenient Conditional Order)
  • prevented website attempts, silenced website author (we won't get into that now, to keep focus firmly on Lisa... but the truth will come out)
