Justice for the 28 Dogs Rescued in Sonoma County — Demand Full Accountability

No animal deserves to live in filth, fear, or pain. But that’s exactly what 28 dogs were forced to endure in a Windsor garage, where police found them crated, neglected, and injured during a probation check.

Some of the dogs were covered in feces. Others had open wounds. Several had no food, no clean water, and no safe space to rest. Two needed emergency medical care. This is not just neglect — it is cruelty.

The woman charged with their care, Christina Urrutia, has been arrested for animal cruelty and for operating an illegal kennel. But arrest alone is not enough.

This petition calls on the Sonoma County District Attorney and Animal Services to:

  • Fully prosecute this case and seek the maximum penalties under the law
  • Bar the defendant from future animal ownership
  • Ensure all 28 dogs receive proper medical treatment and compassionate rehoming
  • Review county protocols to catch illegal kennels and prevent future abuse
