INTENT: A petition calling on the City of New York and its regulatory agencies to enforce the Flushing no-vending zone, as well as the city’s already established general vending licensing regulations, to remove the unlicensed street vendors from the sidewalks along Main Street and its intersecting avenues and streets.

We, the undersigned, are concerned citizens who urge the city of New York to enforce existing city legislation limiting street vending in Downtown Flushing.

The unchecked proliferation of unlicensed street vendors crowding the sidewalks of downtown Flushing has created a nuisance and public safety issue for the tens of thousands of residents, visitors and commuters who make Main Street and Roosevelt Avenue the third busiest intersection in New York City.

Because of the sheer volume of vendors, pedestrians are forced into bottlenecks or walk into oncoming traffic to avoid the congestion on our community’s sidewalks. Mobility-impaired individuals, older adults with carts, and parents with strollers find it nearly impossible to shop at our local stores or visit our many restaurants. Vendors pile their garbage on the street during the day and leave it behind at night, contributing to the already serious sanitation challenges.

Not only are the vendors unlicensed, but they are selling in an area that was designated a no-vending zone by legislation that was passed by the City Council and enacted in 2018.

It is also unfair to the brick-and-mortar business owners who have created the vibrant retail community in Flushing. Unlike business owners, the vendors do not pay taxes or licensing fees, many of them are selling counterfeit goods, and they are not subject to the oversight of myriad city and state regulatory agencies that ensure consumers are purchasing safe and legal goods. 

We, the undersigned, are calling on the City of New York to strictly enforce the no-vending zone, as well as the current licensing requirements that regulate general street vending. The tens of thousands of residents, customers, merchants and commuters who pass through this vibrant community on a daily basis deserve safe sidewalks free from obstruction.

法拉盛市中心人行道上挤满了无证摊贩，且有愈演愈烈之势，给成千上万的居民、游客和通勤者造成困难和公共安全问题。缅街与罗斯福大道的路口是全市第三繁忙的十字路口。

由于摊贩的数量之多，占据了大面积的人行道，迫使行人在狭窄的道路里行走，有时甚至不得不进入机动车道，才能通过拥挤的路段。行动不便的人、推着手推车的老年人和推婴儿车的家长几乎无法进入人行道街边的商店购物或进入一些餐厅用餐。摊贩在白天把垃圾堆放在街上，晚上则把垃圾留在那里，加剧了本已严重的卫生问题。

这些摊贩不仅没有许可证，而且他们在一个市议会于2018年通过并实施的立法中被指定为“无街头摊贩区域”的区域摆摊售卖商品。

这也对在法拉盛创造了充满活力的零售商区的实体店商家不公平。与实体店商家不同，街头摊贩不缴税，也不支付执照费；其中一些摊贩销售假冒商品，但他们不受众多市和州监管机构的监督，而正是这些机构确保消费者购买的商品安全合法。

플러싱 다운타운의 인도를 가득 메운 무허가 노점의 무분별한 확산은 뉴욕시에서 세 번째로 번화한 교차로인 메인 스트리트와 루즈벨트 애비뉴를 이용하는 수만 명의 주민, 방문객 및 통근자들의 공공 안전에 심각한 악영향을 미치고 있습니다.

수많은 무허가 노점으로 보도 위 혼잡을 피하려는 보행자들은 병목 현상을 겪거나 차도를 걸어야 하는 위험천만한 상황에 놓이고 있습니다. 거동이 불편한 주민, 보행 보조기를 사용하는 노인, 유모차를 끄는 부모는 이 지역 상점에서 쇼핑하거나 식당을 방문하는 것이 거의 불가능하다고 생각합니다. 노점상들은 낮에는 거리에 쓰레기를 쌓고 밤에는 그대로 두어 심각한 위생 문제도 야기하고 있습니다.

이들 노점상은 면허도 없을 뿐만 아니라 시의회에서 통과돼 2018년에 제정된 조례에 의해 노점 금지 구역으로 지정된 지역에서 불법 판매 행위를 하고 있습니다.

또한 무허가 노점 행위는 플러싱에서 활기찬 소상인 커뮤니티를 만들어가는 오프라인 사업주에게도 불공정합니다. 사업주와 달리 노점상들은 세금이나 면허 수수료를 내지 않고, 그들 중 다수는 위조품을 판매하고 있으며, 소비자가 안전하고 합법적인 상품을 구매하도록 보장하는 수많은 시 및 주 규제 기관의 감독을 받지 않습니다.
